department of communities: landscape design brief and guide

The focus of the Department of Communities Landscape Design Brief and Guide is to elevate the quality of built landscape outcomes across the portfolio of Communities housing projects.  Initiated at the Ministerial level, this project involved wholesale review of existing processes and briefing documents, to clarify and streamline the design and construction process of landscaped areas in community housing, ultimately enhancing the experiences of all stakeholders involved. Providing easily accessible and legible information for key delivery partners across a simple report structure that aligns with the three main built form typologies will serve to set expectations, minimum standards and promote quality outcomes.

The guide also aims to improve aesthetic presentation, maintenance, safety, and usability for tenants. Key considerations include the provision of shade for cooling, connections to nature, accessibility, design for minimal  maintenance, regional context considerations, and the opportunity for tenants to recreate and enjoy outdoor spaces. Recognising that landscape significantly impacts daily life, the guide advocates for thoughtful design and construction. By doing so, it aims to deliver not only social and health benefits but also to enhance the economic value of developments and their surrounding neighbourhoods. The document was developed in concert with builders and internal project managers, and regional leadership. Assessment Tables were developed to assist internal managers across multiple project milestones to track drawing and design requirements.

"This document sets a new benchmark for landscaping standards across Department of Communities’ projects statewide. It thoughtfully integrates critical design principles, ensuring landscape elements — both hard and soft — are scaled appropriately and respond meaningfully to place. The guidelines promote broader benefits such as increased urban tree canopy and permeable surfaces, enhancing the liveability of our neighbourhoods. Its flexible structure allows adaptation to diverse climatic and geological conditions, reflecting a deep respect for and connection to Country. Clear, accessible, and practical, the document is especially valuable in guiding quality landscape outcomes in a range of contexts. By establishing best practices and minimum benchmarks, it ensures consistently high levels of amenity for individuals and communities, making a lasting contribution to the quality of public space and social wellbeing." - Jury Citation
